The 1981 Education Act became law in September 1983 giving parents of children with disabilities the right for the first time to ask for their child to be included in a mainstream school. The term “special educational needs” was introduced for the first time.
Although the law was in place, many schools did not have the training or funding to meet the needs of children with special educational needs. Pat Brickley wanted her 3 daughters to begin their early education together at her village school despite opposition from professionals. She was put in touch with ACE Education who introduced her to CSIE who were starting a network of parents across the country struggling to get the provision they wanted for their children.
81 Action was born at a gathering of over 150 parents at Westminster Hall in London. Pat joined the national groups Committee and then held a Conference at the Hewett School in Norwich on 30 th October 1987 with the intention of starting a local group.
Along with parents Sally Millett and John Sait she formed 81 Action Norfolk originally to help parents find suitable inclusive education, however over the years the group has widened its perspective to support ‘all’ children with special educational needs to obtain the provision or placement that meets their needs.

Karla has been employed as a Development Worker since 2022. She is trained to IPSEA Level 3, is experienced in supporting parents through Tribunals, placements and other SEND difficulties.
Beckie
Development Worker
Beckie joined the charity in 2024, is trained to IPSEA Level 2 and is working with parents applying for EHC Plans, placements and other SEND difficulties.

Lisa joined the charity in 2024, is trained to IPSEA Level 2 and is working with parents applying for EHC Plans, placements and other SEND difficulties.
